Jack has been successfully representing corporate clients in Annapolis on a wide array of issues as a contract lobbyist for the past 20 years. He started his legal career at Maryland Casualty Company, and spent 17 years at USF&G in a number of positions including Vice President of Government Affairs. He also served as an Assistant Attorney General for the State of Maryland. 

 

Before joining Kress Hammen, Jack was a principal in a government affairs and lobbying firm and has been in solo practice for the past 7 years.

 

Although Jack has represented clients in industries that run the gamut from cannabis to surety, his primary areas of expertise are property- casualty insurance and energy generation.

 

The clients he has represented include in part: AIG, the American Insurance Association, Chubb Insurance, Competitive Power Ventures, CSAA Insurance, GSK Consumer Healthcare, the National Association of Surety Bond Producers, the Reinsurance Association of America, Sea Hunter Therapeutics, and Travelers Insurance, among others. 

 

Jack has served on the Boards of two Anne Arundel non-profits, the South Shore Recovery Club and the Samaritan House, and successfully represented both on a pro bono basis in securing capital grants from the State. 

 

He received his law degree from the University of Maryland School of Law and his undergraduate degree from the University of Notre Dame. 

 

Jack is a life-long Marylander and resides in Annapolis.
